Personality::
Sensitivity-- Feliciano is not exceptionally sensitive but he is at the same time patient. He will go all out to help someone he loves, despite his inadequacies at actually achieving anything, and will listen quietly if there is something on someone’s mind. Or…he’ll sit quietly but whether or not he’s actually spacing out or paying attention is questionable, though he really does try his best. His heart is in the right place though and once befriended, he’ll be a loyal friend for life. [Ally, he may betray once or twice but it’s never anything personal.] On the deeper side, tearing away from the head canon a bit, the sensitivity level found within Feliciano’s person would surprise anyone who really didn’t know him. Though Feli’s never been one to really brood over his misfortunes, he never forgets past pains and injuries to his inner self nor does he attempt to. As a country that essentially lasts longer than one lifetime, he is unable to forget and does not lock his memories as one might assume due to his every day joviality. He cares for his past and those in it much more than one might think possible and sometimes, on a bad day, it can become enough to set him out of sorts, if only for a little while.
Simplicity-- Feliciano can be a very simple, easy type of boy to please when it comes to certain things. For other things, he can be nearly impossible to please, for in example - with food. Flamboyant things meant to attract attention are not entirely things of aversion to him but he sometimes prefers the simpler things and often finds beauty in the unlikeliest of places. Odd things discarded or considered rubbish will often appeal to Feliciano and can often be turned into something else - something that holds value in and of itself without being wasted in the bin. Flowers, a box of chocolates and a few sincere words are all you need to really win him over.
Sense-- Feliciano is not the most intuitive person, nor the brightest bulb in the fixture. He tends to lack everyday common sense and appears to have no apparent street smarts. He is very reliant on others, especially Germany, and would most likely crumble without someone to depend upon.
Bubbly-- Overall, Feliciano is a very cheerful, excited boy and…relativly easy to be around. He is one of those people you can tell anything to without the torment that he might disclose anything private to un-trusted ears considering he’d probably forget within five minutes of hearing the information. He is also quick to give praise to any and everyone he feels deserves it and will offer help at a moments glance. However helpful that help really is can be questionable. Aside from this, Feliciano has a very bright personality with a bit of a submissive streak that can be apparent once you get to know him. He is a very cheerful person who loves to joke around and compete playfully with others usually at inappropriate times. He ‘prefers’ to stay neutral in disagreements between friends but tends to sway one way or the other despite having said that.
Irresponsible-- A daydreamer to the T, Feliciano cannot be considered anything near mature or responsible. He rarely remembers his duties or performs them in a respectable manner and is often found wandering off or straying from whatever area he had been designated to staying in. Stomach pains from overindulgence in gelato and prompt siestas every afternoon at exactly 3PM are the only two objects that can be said to remain constant and unwavering when it comes to this little Italian in addition to be found striped of clothes at the unlikeliest of times.

But one day, Italy's grandfather took him away and forced him to leave his home and friends. For a while, Italy spent his time drawing and singing with his unusually handsome grandfather. Italy had a natural affinity for artistic pursuits, so his grandfather was delighted. Unfortunately, when he met his friends and family again, they had all become assholes." - Narrator in Chibitalia
Brother to Southern Italy Romano, Italy Veniziano, also known as Feliciano Vargas, is a descendant of the mighty Roman Empire. In his childhood, Italy lived rather peacefully with his big brothers before he was taken away by his grandfather for some time in which he because culturally adept. All too soon the Roman Empire fell and Italy was forced to return home to his meanie big brothers who all wanted a part of him. One of them, the Holy Roman Empire, whom Italy would ultimately end up living with alongside Austria and Hungry, managed to leave quite the mark on the little country that remains strong to this day.
As time passed, Italy declared it’s independence and entered WWI. Sent to fight in the war, he decided to hide in a tomato box instead and was found, and captured, by his soon to be ally in WWII. Japan was added to the mix and the trio became the axis powers.
